READING – Chief David Clark reports that the Reading Police Department arrested and charged a Billerica man and a Stoneham woman with Operating Under the Influence following two separate incidents. STEPHEN GRIFFIN, AGE 19, of BILLERICA, was arrested and charged with the following: Marked Lanes Violation Negligent Operation of a Motor Vehicle Speed Which is Greater than Reasonable Possession of an Open Container of Alcohol in a Motor Vehicle Operating Under the Influence of Liquor On Aug. 16 at approximately 9:23 p.m., Reading Police were dispatched to the area of Main Street for reports of a two-vehicle crash. Upon arrival, officers observed a black Acura TL with significant front-end damage and a red Jeep Cherokee with significant damage on the left rear side. A preliminary investigation determined that the Jeep Cherokee was attempting to pull out of a parking lot and into the road when the Acura crashed into the side of it. While on-scene officers observed open beer cans inside the Acura. The driver of the Acura, identified as GRIFFIN, was placed under arrest without incident. While conducting a search of the vehicle, officers discovered several more open containers of alcohol, a BB gun, and an open container of marijuana. GRIFFIN was arraigned in Woburn District Court on Aug. 19. ANGELA JULIANO, AGE 41, of STONEHAM, was arrested and charged with the following: Operating Under the Influence of Liquor Negligent Operation of a Motor Vehicle Failure to Stop at Red Light On Aug. 16 at approximately 10:25 p.m. Reading Police, operating in the area of Main Street, observed a blue 2008 Honda Civic travel southbound on Main Street and enter the intersection by Salem Street without stopping at the red light, almost causing a crash. Officers initiated their emergency lights and conducted a motor vehicle stop of the Civic. A preliminary investigation determined that the driver of the Civic, JULIANO was operating under the influence. During a field sobriety test, it was determined that JULIANO’s blood alcohol level was .183, over twice the legal limit. JULIANO was arrested without incident and was arraigned in Woburn District Court on Aug. 19. All suspects are considered innocent until proven guilty. ###

INCIDENT ON PISCATAQUA BRIDGE ON NH/ME STATE LINE THIS MORNING, I-95 STILL CLOSED BOTH DIRECTIONS: Concord, NH – Attorney General John M. Formella and State Police Colonel Mark B. Hall announce that members of the Attorney General’s Office and New Hampshire State Police are working with the Maine Attorney General’s Office and Maine State Police to investigate an incident that appears to have started with an adult male killing an adult female at a residence in Troy, New Hampshire overnight and then driving to the Piscataqua River Bridge on Interstate 95 at the Portsmouth, New Hampshire state line with Kittery, Maine. Early this morning police engaged with the adult male on the bridge in an incident that ended with the male being fatally shot. The Maine Attorney General’s Office is now investigating that officer-involved shooting incident. Police on the bridge also found an 8-year-old child fatally shot in the male adult’s vehicle. The exact circumstances surrounding this incident remain under active investigation. There is no threat to the general public at this time. The I-95 Piscataqua River Bridge remains closed in both directions due to the ongoing investigation. Traffic is currently being diverted to the two other local bridges in the area. Motorists are advised to seek alternate routes. Additional information will be released as it becomes available while protecting the integrity of the investigation.

CHELMSFORD — Chief Colin Spence reports that the Chelmsford Police Department arrested a Pepperell man after the suspect, while driving with a suspended license and no insurance, drove recklessly and damaged property. On Friday, Aug. 16, shortly before 6:30 p.m., a Chelmsford Police Officer observed a 2011 Honda Accord traveling on Riverneck Road. A check of the vehicle revealed that the license plates attached to the Honda actually belonged to a 2006 Toyota Sienna. The officer attempted to stop the vehicle, but the driver fled. The vehicle passed a second Chelmsford police cruiser, operated by a sergeant. Both officers attempted to catch up with the vehicle, and as they got closer, they observed that the vehicle had spun wildly and crashed into a metal fence at nearby St. Joseph's Cemetery. The vehicle continued, eventually reaching the I-495 onramp on Chelmsford Street. The driver made a U-turn from the ramp back onto the roadway, then passed multiple vehicles, running a stop sign on Fletcher Street and then turning onto the I-495 South onramp on North Road. The vehicle then crossed the grassy median and knocked down a Massachusetts Department of Transportation "Wrong Way" sign, also damaging the vehicle's front-end and bumper. At this time, a second Chelmsford Police sergeant, monitoring the situation, made the decision to terminate the pursuit, consistent with department policy to avoid high danger pursuits. The last known location of the vehicle was radioed to police in the area. Chelmsford Police tracked the license plate used on the Honda to a Pepperell resident. Chelmsford Police contacted Pepperell Police, and a Pepperell Police detective indicated that he believed the department was familiar with the suspected motorist. Pepperell and Chelmsford detectives arrived at the residence in Pepperell, where the damaged Honda was parked. The suspect, identified as JOHN BOUALAPHANH, AGE 31, OF PEPPERELLwas arrested without incident. BOUALAPHANH was charged with: Failure to Stop for Police Operation of a Motor Vehicle with a Suspended License, Subsequent Offense Operation of a Motor Vehicle with a Suspended Registration Uninsured Motor Vehicle Leaving the Scene of a Crash Involving Property Damage (two counts) Reckless Operation of a Motor Vehicle Attaching Plates Additionally, he will be cited for multiple other traffic violations related to the incident. BOUALAPHANH was booked by courtesy at the Pepperell Police Department. He was held pending a bail hearing and will likely be arraigned Monday at Lowell District Court.

Chelmsford Police Department and NEMLEC Assist in Locating and Aiding Man in Crisis Chelmsford, MA – On August 15, 2024, the Chelmsford Police Department, with critical support from the Northeastern Massachusetts Law Enforcement Council (NEMLEC), successfully located and assisted a man in distress following a coordinated search effort. The Chelmsford Police Department responded to a report of a missing man who had not been seen or heard from in several hours, prompting growing concerns from his family. During the investigation, it was determined that the individual was likely experiencing a mental health crisis and could be in a heavily wooded area. Given the circumstances, the Chelmsford Police activated NEMLEC’s K9 Unit, to assist in the search. After a short but focused operation, the man was located by Billerica Police Officers Koles and Magliozzi, along with their K9 partners. The individual was promptly assessed on scene by PrideStar/Trinity EMS and transported to a nearby hospital for further evaluation and care. Deputy Chief Hannagan expressed his gratitude for the quick and coordinated efforts: “We are thankful for the collaboration between our officers, NEMLEC, and our public safety partners.
