Carlisle, MA – On Monday, January 20, 2025, the Carlisle Police Department responded to a call for a wellbeing check concerning a 27-year-old local resident, James Faber. Upon further investigation, and newly discovered concerns, it was discovered that Faber had left the state in a motor vehicle, which generated a "Be On the Lookout"(BOLO) alert disseminated to multiple states. Officers worked tirelessly to track Faber’s locations as he traveled southbound along the East Coast. Authorities in the identified areas were notified. Carlisle Police worked in coordination with several law enforcement agencies along the coast and ultimately with authorities in Washington, D.C. As a result of law enforcement collaboration and information sharing, Faber was located at the US Capitol Building and taken into custody by Capitol Hill Police. In accordance with public safety protocols, Carlisle Police had suspended Faber’s License to Carry (LTC) in Massachusetts and seized his firearms from his residence to ensure the safety of the individual and the community. Faber is currently in the custody of Capitol Hill Police in Washington, D.C. The Carlisle Police Department extends its gratitude to the Metropolitan Police Department, Capitol Hill Police, and all other agencies involved for their swift collaboration and commitment to public safety.

BILLERICA — Chief Roy Frost announces that the Billerica Police Department arrested a third suspect in connection with a break-in at a local VFW post. PETER GEORGE POULAKOS, 32, OF LOWELL, was arrested and charged with: - Breaking & Entering Nighttime for Felony - Conspiracy - Larceny Over $1,200 - Break Into Depository - Larceny from a Building On Monday, Jan. 13, around 8 a.m., police were called to the Solomon VFW Post, 12 Phiney St., for a report of a break-in and stolen safe. A janitorial employee entered the building that morning and noticed the safe was missing. The bartender said the safe was still inside the location when they left the previous night. A subsequent investigation used evidence found at the scene and surveillance footage from the area to develop information on a pickup truck that was used to transport the safe away from the VFW. Police subsequently identified POULAKOS, CHRISTOPHER JOHN SILVA, 53, OF LOWELL, and SAN SIN, 47, OF LOWELL, as suspects. The safe was discarded in Lowell and recovered by police as the investigation was ongoing. On Wednesday, Jan. 15, Billerica Police, assisted by the Northeastern Massachusetts Law Enforcement Council (NEMLEC), Lowell Police and Chelmsford Police, executed a search warrant related to the investigation at an address on Wright Street in Lowell. As a result of the search warrant, police located cash and evidence related to the break-in and theft of the safe. Police subsequently arrested SILVA and SIN without further incident. A fourth individual, a 49-year-old Lowell man, will be summonsed to court at a later date to face charges in connection with the incident. On Friday, Jan. 17, at approximately 8:30 a.m., Billerica Police, with assistance from Lowell Police, located POULAKOS at the home on Wright Street in Lowell where the search warrant was previously served. POULAKOS was taken into custody without further incident. POULAKOS will be arraigned Friday in Lowell District Court. SILVA and SIN were arraigned previously, and their cases remain pending. These are allegations. All suspects are considered innocent until proven guilty in a court of law.

BILLERICA — Police Chief Roy Frost reports that Billerica Police made three arrests in connection with the theft of a U.S. Postal Service arrow key and theft from mailboxes. BRAYDEN MORAN, AGE 18, OF LOWELL, was arrested and charged with: Unlicensed Operation of a Motor Vehicle Receiving Stolen Property Attempting to Break Into a Depository Conspiracy A 16-YEAR-OLD MALE from LOWELL was arrested and charged with: Receiving Stolen Property Attempt to Commit a Crime (Burglary of a Depository) Conspiracy A 17-YEAR-OLD MALE from LOWELL was arrested and charged with: Receiving Stolen Property Attempt to Commit a Crime (Burglary of a Depository) Conspiracy On Sunday, Jan. 5, Billerica Police detectives were conducting surveillance in the area of 460 Boston Road due to recent thefts from mailboxes in the area. At approximately 10:45 p.m., detectives observed a white Lexus enter the lot, park and turn off all its lights. Detectives observed the white Lexus as two individuals exited the vehicle wearing hooded sweatshirts and full ski masks. When those individuals walked up to several mailboxes in the area, detectives approached, which prompted the individuals to run away. Both individuals were taken into custody a short distance away and identified as a 16-YEAR-OLD MALE from LOWELL and a 17-YEAR-OLD MALE from LOWELL. The driver of the Lexus was identified as MORAN. All three were arrested at the scene after detectives located a USPS Arrow Key, several stolen checks, and other evidence. An Arrow Key is a universal key assigned to postal carriers, which allows them to access collection boxes, outdoor parcel lockers, cluster box units, and apartment panels. An investigation into this incident remains ongoing. The arrests come as Billerica Police investigate numerous instances of mail theft and “check washing,” a crime in which checks are stolen, then erased, and then rewritten to fraudulent names and cashed. Billerica Police and the U.S. Postal Inspection Service also continue to investigate the armed robbery of a U.S. Postal Carrier on Nov. 12. A USPS Arrow Key was stolen during that incident. “I want to thank the U.S. Postal Inspection Service for their cooperation and support of our investigations. Check washing cases have had a devastating impact recently on numerous residents and businesses throughout Billerica, with the total losses reaching into the hundreds of thousands of dollars,” said Chief Frost. “We hope these arrests will impact the future and help prevent more of these types of crimes in Billerica.
