Miranda Warning System: Fitchburg MA: The Fitchburg Police Department is attempting to locate Ruth Encarnacion, Isael Rivera, and the five children that they reside with, ranging in age from 10 years old to Police Department Detective Bureau at (978) 345-9650. Fitchburg Police immediately initiated an investigation after receiving a missing report for Ms. Encarnacion on March 3. The Department of Children and Families (DCF) subsequently reported her five children missing on March 5. Following the DCF report, Massachusetts State Troopers assigned to the Worcester County District Attorney's Office joined the investigation. Preliminary information indicates that the family are traveling in a black 2018 Infiniti QX60 with Massachusetts registration 5GCX18. Police have obtained warrants for five counts of Custodial Kidnapping of a Minor by a Relative against both Ruth Encarnacion and Isael Rivera. Although Police explored the possibility of an AMBER Alert, AMBER Alerts are not intended for missing child incidents involving parental kidnapping or child custody situations that lack specific information about the children in imminent danger of serious bodily harm or death. The Fitchburg Police Department Bureau of Criminal Investigation, in collaboration with the Massachusetts State Police Detectives assigned to the Worcester County District Attorney's Office, is actively investigating this matter.
