Chelmsford Police Department Charges Lawrence Man with Open and Gross Lewdness CHELMSFORD – Chelmsford Police arrested and charged a 32-year-old Lawrence man with exposing himself to customers and staff inside a local business on Friday night. JASON J. RUGGS, age 32, of LAWRENCE, was arrested and charged with: Open and Gross Lewndess Disturbing the Peace Disorderly Conduct On Friday, Nov. 14, at approximately 9:49 a.m., the Chelmsford Police Department was called to a store in the area of 66 Parkhurst Road for a report of a man who was exposing himself. Officers arrived at the scene and learned that an individual later identified as RUGGS exposed himself multiple times to both customers and staff inside of a business. RUGGS fled the area before police arrived. Officers Landon Johnson, Christopher Robinson, and Riley O’Keefe began a search of the area and soon located RUGGS on foot near the Lowell city line. RUGGS was taken into custody without incident. RUGGS is scheduled to be arraigned Monday in Lowell District Court. Deputy Chief Gary Hannagan commended the rapid and coordinated efforts of the responding officers, whose actions led to the swift identification, pursuit, and arrest of the suspect. “This was a disturbing incident that understandably caused alarm among employees and customers,” Deputy Chief Hannagan said. “Our officers responded quickly, worked together effectively, and apprehended the suspect without further risk to the public. Their professionalism and decisive actions reflect the high standards of the Chelmsford Police Department. We also want to extend our thanks to the store staff for their cooperation, awareness, and assistance during the incident." These are allegations. All defendants are innocent until proven guilty in a court of law.
