CHELMSFORD — Chief Colin Spence reports that the Chelmsford Police Department arrested and charged a man and a woman in connection with repeated retail thefts at a local store. JOHN GROGAN, age 54, of BROCKTON, was arrested and charged with: Larceny Over $1,200 by False Pretenses DARA IANTUONO, age 44, of JOHNSTON, R.I., was arrested and charged with: Organized Retail Crime Accessory Before the Fact of Larceny Over $1,200 In early June, Officer Michael Buxton was assigned to investigate a pattern of fraudulent returns that were made at TJ Maxx, 288 Chelmsford St. Throughout the months of April, May, June and July, two individuals made repeated fraudulent transactions at the store using fraudulent receipts. The individuals involved in the scheme received over $46,000 in returns as a result. As a result of an investigation conducted by Officer Buxton, with assistance from the TJ Maxx company, GROGAN and IANTUONO were identified as suspects. On Thursday, July 10, Officer Buxton was on regular patrol when he was notified that an individual matching GROGAN’s description was at the store and attempting to make a return. GROGAN was located in the store’s parking lot, with a fraudulent receipt for a $2,508 transaction. IANTUONO was located in a vehicle nearby, and she attempted to drive away before a Chelmsford Police Officer stopped her vehicle and took her into custody nearby. Both GROGAN and IANTUONO were arraigned in Lowell District Court on Friday, July 11. They were both released on personal recognizance bail, and ordered to stay away from TJ Maxx. They are both due back in court on August 13. These are allegations. All defendants are innocent until proven guilty in a court of law.

TYNGSBOROUGH — Chief Shaun Woods reports that the Tyngsborough Police Department arrested and charged a Lowell man with Operating a Vessel Under the Influence of Alcohol as a result of an incident that occurred on Lake Mascuppic. BRUNNO GOBIRA MAZETE, AGE 42, OF LOWELL, was arrested and charged with: Operating a Vessel Under the Influence of Alcohol Distance from Shoreline Violation On Monday, June 30, at approximately 6:15 p.m., Tyngsborough Police were called to the area of Mascuppic Trail for a report of a boat that crashed into the shoreline of Lake Mascuppic near a home. Officers arrived to discover an individual later identified as GOBIRA MAZETE piloting a boat that was stuck on the rocky shoreline of the lake behind 113 Mascuppic Trail. Following an on-scene investigation, GOBIRA MAZETE was taken into custody. He was arraigned Tuesday in Lowell District Court. Chief Woods would like to remind residents and visitors to Tyngsborough that the Tyngsborough Police Department routinely patrols Lake Mascuppic with its Marine 1 patrol boat, and that the department intends to enforce all laws and regulations regarding safe boating on the lake this holiday weekend. “We have three major bodies of water here in Tyngsborough and they are a tremendous benefit to the town and our residents, but those who seek to use the waters for recreation must be responsible and adhere to all laws and regulations regarding safe boating,” said Chief Woods. “I hope everyone enjoys the Fourth of July weekend safely.”

BOSTON – A Lowell man has been arrested on federal charges of possession and distribution of child sexual abuse material (CSAM). Anthony Saint Jean, 34, was indicted on one count of distribution of child pornography and one count of possession of child pornography. Saint Jean was arrested at his residence this morning and made his initial appearance in federal court today in Boston. He has been detained pending a detention hearing scheduled for June 26, 2025. According to the indictment, between March 17, 2024, and Aug. 20, 2024, Saint Jean knowingly distributed online videos depicting CSAM. It is further alleged that Saint Jean possessed CSAM, some of which depicted the abuse of minor victims younger than 12 years old. The charge of distribution of child pornography provides for a mandatory minimum sentence of five years and up to 20 years in prison, at least three years of supervised release and a fine of up to $250,000. The charge of possession of child pornography provides for a of up to 20 years in prison, at least three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case. Westford MA: Westford Police and Fire Departments Respond to Drowning Incident On Friday, June 27, 2025, at approximately 1:14 p.m., the Westford Police and Fire Departments responded to a residence on Dunstable Road for the report of an 83-year-old female who was unconscious and not breathing. While officers were responding, Westford Public Safety Telecommunicators were informed that the individual was located on a dock at the rear of the residence and had been found in the water of Long Sought for Pond. Officers arrived on scene and immediately undertook life saving measures, including CPR, and assisted Westford Fire personnel with life saving measures. Despite these measures, the female party was pronounced deceased on scene. Currently there is no suspicion of foul play and no danger to the public. The investigation remains on going and is being conducted by the Westford Police Department Special Services Division along with Massachusetts State Police Troopers assigned to the Middlesex District Attorney’s Office The Westford Police Department extends its deepest condolences to the family and friends of the victim and asks that members of the public and media respect the family’s privacy during this tragic time. The Westford Police Department would like to thank all the officers and telecommunicators from the Westford Police Department and the Westford Fire Department personnel who responded within minutes of receiving this call and immediately took action to provide aid to the victim.

(MWS note: "lying supine" is tremendous prose) CHELMSFORD — Chief Colin Spence reports that the Chelmsford Police Department arrested and charged a Lowell man in connection with a robbery at a grocery store following a coordinated, multi-agency search. ARTHUR BETTENCOURT, 59, of LOWELL, was arrested and charged with: - Unarmed Robbery - Assault and Battery (2 Counts) On Saturday, June 21, at approximately 7:41 p.m., Chelmsford Police were dispatched to Market Basket at 288 Chelmsford St. for a report of an unarmed robbery that had just occurred. Upon arrival, officers canvassed the area. Store employees described the suspect as an older white male wearing a black tank top and gray shorts. The man had stolen an undisclosed amount of money from a cashier and fled through the side entrance closest to Route 3. He was last seen running across the Route 3 southbound on-ramp, jumping a guardrail and entering the wooded area between the Route 3 north and south ramps. Chelmsford Police Lt. Steve Fredericks coordinated a perimeter around the area and requested a K-9 unit to assist in tracking the suspect. The Massachusetts State Police (MSP) Air Wing helicopter responded to conduct aerial surveillance. MSP K-9 Trooper Christina Cavagnaro arrived on scene to begin a track with her partner K-9 Thor, with the assistance of Chelmsford Police, including Officer David Leo and his partner K-9 Alun. Just three minutes into the search, a man matching the description of the suspect was located lying supine in a pile of leaves. BETTENCOURT was arrested without incident. The preliminary investigation indicates that BETTENCOURT assaulted a store employee before stealing a bag containing money. He then assaulted a second store employee who tried to stop his escape. No store employees required medical attention. There may be an increased police presence in the area on Sunday. There is no danger to the public. The incident remains under investigation. BETTENCOURT is scheduled to be arraigned Monday in Lowell District Court. “A speedy response and thorough investigation quickly led us to our suspect,” said Chief Spence. “Chelmsford officers collaborated with Massachusetts State Police, and through that coordinated effort, the suspect was located and captured without injury to him, bystanders or police on the scene.” These are allegations. All suspects are considered innocent until proven guilty.

BILLERICA — In collaboration with the Billerica Police Department, the Billerica Public Schools was placed in a lockdown today out of an abundance of caution after Billerica Memorial High School received a non-specific threat made by an anonymous caller. Upon receiving notification of the threat, district officials immediately activated established emergency protocols and convened the crisis response team, which includes representatives from Billerica Public Schools, the Billerica Police Department, and the Billerica Fire Department. Additionally, a School Resource Officer was present on-site throughout the incident. Following a comprehensive threat assessment conducted by the Billerica Police Department, the decision was made to lift the lockdown. The investigation determined that the initial verbal threat did not pose a credible danger to students or staff. To ensure a continued smooth transition for all students, there was a visible police presence at each school during dismissal. We are incredibly grateful for the understanding and cooperation of our entire school community throughout this afternoon. Our top priority remains the safety of our students and staff, and we appreciate everyone’s patience as we worked closely with law enforcement to ensure a secure environment. Billerica Public Schools thanks the Billerica Police Department for their swift response and collaborative efforts in assessing the situation and ensuring the safety of our schools.

DRACUT — Chief Peter Bartlett and the Middlesex District Attorney’s Office report that a Dracut man was sentenced to 2 1/2 years in jail, with 9 months to serve and the balance suspended for two years, after being convicted of animal cruelty as a result of a Dracut Police investigation. ANTHONY SEGNINI, AGE 36, OF DRACUT, was convicted of: Animal Cruelty On Monday, Dec. 11, 2023, Dracut Police were dispatched to a home on Sunset Road for a report of possible animal cruelty. A resident returned home from work to find her 8-pound Yorkshire Terrier, Seamus, unresponsive. There was blood and feces found around the room where the dog was found. The resident took the dog to Wignall Animal Hospital, where it was pronounced dead. A subsequent investigation by Dracut Police led to a necropsy being performed on the dog. That procedure led to the discovery of numerous serious injuries, including a brain hemorrhage, numerous bone fractures, and a collapsed lung. The investigation determined SEGNINI, the dog owner’s roommate, had injured the dog. SEGNINI was indicted by a Middlesex County Grand Jury in September, and was arraigned in Middlesex Superior Court on Oct. 24. On May 6, the Middlesex District Attorney’s Office obtained a conviction when SEGNINI pleaded guilty in Middlesex Superior Court. Judge Catherine Ham sentenced SEGNINI to 2 1/2 years in jail, with 9 months of that sentence to be served and the balance suspended for two years. If SEGNINI violates probation during his two year suspended sentence, he could be forced to serve the remainder of the jail term. Judge Ham additionally ordered SEGNINI to possess no animals, drugs or weapons while he is on probation, to undergo mental health and substance abuse evaluations, to have no contact with the victim in this case, to complete an anger management program, and to complete an animal cruelty program. “I want to thank the Middlesex District Attorney’s Office for their work on this successful prosecution,” said Chief Bartlett. “I also want to highlight the work of the Dracut Police Detective Bureau, which was able to gather enough evidence to secure a conviction. This was a sad case, and we are proud to see the perpetrator brought to justice.

BOSTON — Attorney General Andrea Joy Campbell today announced that her office has separately issued citations against Cafua Management Company, LLC (Cafua), The Brewster Company, LLC (Brewster), and Knight Food Service, Inc. (Knight), which respectively operate Dunkin Donuts, McDonald’s, and Subway franchise locations across Massachusetts, for violating the state’s child labor laws. The citations include a combined total of $226,385 in penalties against the employers. “Our child labor laws exist to protect young workers and prioritize their safety and education as they learn new skills, earn income, and contribute to their communities,” said AG Campbell. “My office will continue to enforce these laws to empower our youth and remind employers that Massachusetts is serious about protecting its workforce.” The Attorney General’s Office (AGO) reached a settlement with Cafua, which operates over 80 Dunkin Donuts franchise locations across Massachusetts. As part of the settlement, the AGO issued $140,000 in penalties against the employer. The AGO found that in violation of Massachusetts’ child labor laws, between February 2020 and February 2023, the Dunkin Donuts franchise operator failed to obtain work permits prior to employing minors, permitted minors to work during legally prohibited hours, and employed minors in excess of the state’s limit of nine daily working hours for workers that are 16 and 17 years old. Additionally, the AGO alleges that the franchise operator employed minors to work without an immediate adult supervisor after 8PM. The Dunkin Donuts franchise operator manages over 80 locations across Massachusetts, including in Stoneham, North Andover, Danvers, Westford, Chicopee, Billerica, Pittsfield, Fall River, Lawrence, Dracut, Methuen, Chelmsford, Lowell, Tyngsboro, Saugus, Charlestown, Medford, Millbury, Westborough, Worcester, Grafton, Burlington, Lee, Peabody, Salisbury, North Billerica, Somerville, and Great Barrington.

WOBURN – Middlesex District Attorney Marian Ryan has announced that Eric Borghetti, 51 of Chelmsford, was arraigned yesterday in Middlesex Superior Court on five counts of embezzlement by a fiduciary for allegedly embezzling $328,500 from a family member. The investigation revealed that, in September of 2019, Mr. Borghetti lived with the victim at her home in Chelmsford. On September 13, 2019, a fire destroyed the house and injured the victim. Shortly after the fire, the victim executed a Durable Power of Attorney (DPOA) and appointed Mr. Borghetti to act as her fiduciary and in her best interests. The language of the DPOA did not authorize Mr. Borghetti to receive compensation or gifts in connection with his duties under the DPOA. On September 25, 2019, the day after the defendant was appointed as the victim’s fiduciary, he added himself as an authorized signer to the victim’s bank account. A few days later, the victim’s insurance company paid her $175,750 which was deposited into her account. Between the dates of October 1, 2019, and March 20, 2019, through a series of transfers, check deposits and withdrawals the defendant began to embezzle large amounts of the victim’s money from four different bank accounts. On one occasion he allegedly withdrew $84,000, which he transferred into separate accounts held by his wife for their personal use. In total, the defendant embezzled $328,500 of the victim’s money before the victim realized and reported it. “This case illustrates one of the most common forms of elder abuse, the financial exploitation by a trusted family member,” said District Attorney Ryan. “While these violations of trust may not initially be suspected among family members, this case shows the importance of acting quickly if you are concerned. Here, this defendant seized an opportunity following a large insurance settlement and was able to embezzle a huge amount of money in a matter of a few months.” At his arraignment yesterday Borghetti was released on personal recognizance with conditions that he not travel outside New England, not apply for any new passports and surrender any existing passports. The next date in this case is April 24, 2025. This case is being investigated by the Middlesex District Attorney’s Office. The prosecutor assigned to this case is Graham Van Epps. The Victim Witness Advocate is Leia Kaplan.
